The Educational Technology Center was conceived in the Spring of 1998 to "integrat[e] teaching and learning activity and advanced interdisciplinary digital research." Its services included assistance to faculty, staff, and students in the use of all forms of educational technology. It began its operations on the second floor of Capen Hall within the University Libraries. The name of the center changed in the Summer of 2007 to Teaching and Learning Center.
